Many software programs now make it possible to enhance videos... Personally, I work on PNG image sequences, not directly on the video... the same sequence can undergo 5 or 7 successive treatments... I'd say that you need to test a lot of settings to gradually improve the video without losing detail, which will slowly become clearer if you proceed by resolution step... Don't try to go from 1080p to 4K in one go... Topaz gives good results too...
