Fwiw, I read an interview with the Snowfall showrunner. He said that even if Cissy had not shot Teddy, the CIA was never letting Franklin keep that money -- either that or Teddy would have killed all the Saints and recovered the money again. Another unexplored storyline was that Teddy was about to get popped by the DEA. Franklin knew that and should have been wary of getting that $37 million transfer, because it would have pulled Franklin into the investigation into Teddy's drug business when Franklin was already in the clear. I wrote this in a comment to another video, and someone responded that the writers had to ignore that storyline, because it was too close to what happened to the real Rick Ross.
