i think freddy won. Jason goes down in the lake first, thus being the first one to go down, soon after by Krueger who gets decapitated. by the time its morning, Jason rises from the lake, he would have already drowned, or at the very least be bloated with water and caught on something. now i understand that's not a very valid argument, since he's been through worse, so bare with me. okay, so Jason rises outta the lake and Freddy's severed head winks, big whoop, its a horror movie so what? well let's look at the story line. Freddy needs Jason to spread fear to gain power, which is cannon with the nightmare series as FEAR was his source of power, and after Jason's slaughter, the town has been shaken up, leaving Freddy to regain that fear, and thus can officially return from the dead once more, so he got what he needed from Jason, but, he also go what he wanted from the teens whom were none the wiser; that being getting Jason TO crystal lake, and surprise surprise, that's where the final fight took place. so he got what he wanted from both sides, fear harvested by Jason, and Jason brought back home, so he essentially won from a story standpoint. now let's stop looking at story and look at actual evidence. for that we must look at how the characters behave. Freddy, when "defeated" is shown to survive regardless because of the fear that already spread, he always has just enough fearful energy to keep him burning, however, when pulled into OUR world, that fear means NOTHING, as he is now a normal human being who can just so happen to take a LOT of abuse, careful not to kill him though or he WILL return. now Jason, when Jason is defeated, it usually takes him some time to recover and get back up, mostly years. so let's look back at the last scene, Jason gets up, with Freddy's head, it winks, then laughs. in OUR world, human heads don't generally wake up 12 or more hours after decapitation, start winking, then cackle; and saying Jason's rising outta the lake at the end, suggests to me, that Jason had been rendered completely unconscious after falling in the lake, while Lorie decapitating Krueger allowed him to return to "his world, bitch". what we're seeing is not Freddy's demise, it is Jason's nightmare. but that's just my theory/opinion.
