I was using it as an example, But yeah, people buy illustration prints all the time. This could have also been a text based design that you've made perhaps with Canva and wanna make it bigger than the export size.

Bigjpg is not too bad but if you have watercolour images it blurs them a bit. I found upscayl to be better with the setting ultramix balance as it keeps the watercolour strokes, but you need a faster laptop.

Maybe you have not tried this program or web version w/ a picture of actual people....I recommend you use with OLD Pictures, like black & white & it does NOT do a good job No matter what settings you use............I think it mostly works best with graphics & cartoon like pics, but not with some other more older pics.
