It's only supported in URP as far as I'm aware, sorry about that.

So I have the VHS added into the game I’m on URP and like the profile slot in the “Emptygame object” I only have Vhs (volume profile) how does all of that stuff show up like bloom etc.. and I don’t have and I don’t have all those setting on my main cam :(

In project settings, there is a default volume settin that applies to all scenes if an override isn't present there

Did you make that RE Environment, or did you find it somewhere?

Its from the Unity asset store, you'll find it under RE mansion I think...
