As an Algerian, I find your overview way too superficial. First, not all of Algeria was under control of the regency of Algeirs (which only controlled some cities especially on the shore), Ath Abbas and Koukou Kingdom were independent of their control. Second, the french didn't attack Algiers because they wanted to colonize Algeria, they were only interested in looting Algiers, a fortified city that no other power could control for more than 4 centuries. They attempted many raids on Algeria like en.wikipedia.org/wiki/Djidjelli_expedition but failed miserably. After looting Algiers and taking Algeirs treasure, later they thought about colonization. If you understand french, I suggest you to hear this kzbin.info/www/bejne/rZS7aZaupc9kibc, a very accurate description from a french historian. The fly whisk incident is not relevant, the french prepared their attack in 1808 by sending captain Boutin as a spy, they knew exactly were to attack (Sidi Ferruch) because attacking Algiers directly was suicidal.
