I used about 60cm (~0.66 yards) fabric length for a fabric width of 140 cm (~1.53 yards) for the cape, I think. For the whole cosplay (cape, skirt and top) I originally ordered about 150 cm (~1.64 yards) in length. Keep in mind these values only work if the measurements are the same as in the video. If the cape is longer than in the video because the person wearing it is taller, then the gold amount changes quite a lot due to the outer radius changing. So if you have different measurements the fabric amount needs to be recalculated.

Without seam allowance I decided on a single width of about 2.5cm (~1''). So for the thin stripe it's 5cm (~2'') + 2*seam allowance in total. For the broad stripe it's 10cm (~4'') + 2*seam allowance in total. The length depends on your cape's bottom. I used about 4m (~13.2ft), but you really need to measure it on your own cape just to be safe, it can vary.

Be careful, this is the formula for a full circle not a 3/4 circle like in the video! If you want to use a full circle for the cape you can go for it of course, I showed in the video in the mock-up how the full circle cape would look like. Long explanation: For a 3/4 circle the formula is still different, because you want the neckline still go fully around your neck. If you'd use a full circle and then remove a quarter from that full circle then the neck length would be affected (a quarter would be missing). Then it wouldn't fit completely around the neck anymore. That's why in the video for a 3/4 circle the formula for neck radius r is: (circumference * 4/3)/(2*Pi). This makes the radius bigger and thus the neck circumference of the cut out 3/4 circle longer, this way it still fits completely around the neck while giving the typical 3/4 circle/skirt roundness/fullness. Whenever you use AI for things like that, I recommend checking the results twice, because most of the time the results given are not correct. In this case for a full circle the radius for the given circumference was correct, but if you ask for a quarter circle radius with given circumference it still gives the same formula and that would be wrong. This is a long comment, but it's crucial that beginner (hobby) sewer understand that AI is not the solution to everything, we still have to apply math the correct way and understand what/why things are done this way to be able to sew garments properly.
