How can you say it is an ideal gas at that pressure if it is solid ice at that temperature and pressure?

Also, why does it matter if the specific volume are in moles? Would it not yield the same answer if the specific volume was on a mass basis and the value of R was also put on a mass basis for water specifically by molecular weight?
