85 MPH is the normal speed for the fast lane on California freeways. You go any slower than that and you will have someone tailgating and attempting to pass on the right. The only time anyone goes the speed limit in the fast lane is when they see the police or there is traffic.

Even if what you suggest was real, imagine the lawsuit they face when they inevitably miss their intended target, hit your car instead, and you flip and die or kill someone else in your crash.

Also, if they can put down spike strips, then I am sure they can lob a bean bag type device at a car, make it stick with a conducting "gel" allowing it to short circuit the ECU. If someone cannot hit a car from the air with an object fire from a bean bag style shot gun ( not a real shotgun) then they should not be on the trigger. This has to be a real possibility, many cars are sensitive to electrical spikes, so this without a doubt is possible.
