Arceus may be based off the qilin, an ancient creature with hooves and the centaur which is half horse, half human, according to the Bulbapedia. In the Bulbapedia it is referred to as an “equine” creature, which means horse like.

Also, its models and attack animations and animations in games resemble that of a horse. Looks of sources also call it an equine creature. Most sources if you Google refer to it as based off hooved creatures like horses and deer which fits the theme. It also has a mane and body parts resembling a horse. Also considering how centaur like Palkia origin form is, it makes sense
