Why should Jared and his wife not be able to earn income, you said it was outside income not government payments, so whats your problem? Here is the new American dream: Get a job/start a business, earn money (but not too much money because those less successful want you to give away your money because you have more than them)

A 'pre-job' training or apprentiship for kids is very laudable and an old time way of getting the youth a livelihood had been a community based practice bringing this practice into being with a little of businesses support including some governmental support would keep a lot of children and the youth out of the streets and also benefiting from main employment as well as self employment.
