I think it starts at night when they announce it. I can't remember the exact time, but i think it depends :)

Hahaha. "The courthouse was too recognizable so they built a fascade in front of it." I.E. it burned down and was rebuilt. "This area was recently renovated." Yeah, it was....by fire... I guess they want people to believe they are seeing the original thing...
