I think that's too much. The entire family beside Rui could do practically nothing, so their power doesn't give that much to Rui. And Rui himself was decapitated easily by mid Hashira. The only reason why Rui was looking strong is because he was shown at the beginning of Tanjiro's journey when main character was weak. Full power Rui is Lower Moon 1 above Daki at best
