The only issue with HF radio frequencies (while mobile) is the size of the equipment and antenna you need. VHF/UHF mobile radios (and the occasional quad-band radio) are fairly compact and about the size of a mobile GMRS or CB radio but those frequencies won’t give you atmospheric bounce (except on very rare occasions - that’s why your FM radio only picks up fairly local stations). HF transceivers are a lot bigger and they need much longer antennas (a common complaint ham operators have is that their HOA won’t let them put up an HF antenna). HF tuning can also be a bit tricky. Now, you can do mobile HF, but it needs to be a major design element of your build and it’s not really something you can just throw on.
