As a standalone story, yes. As a sequel, no. The original film had character arcs that were simply thrown off the window for the sake of a good story, and that's not how to write a sequel.

Well we only heard that they outsourced to OCP but judging from the first movie with Dick Jones talking to the board about ' traditionally non profit' he says ' hospitals and prisons'. In the same scene on the screens behind him it says energy and automation. So my guess is this is how OCP takes over. They can't be given private property by the mayor but they own all the key areas of the city.

I love how the chaotic evil villains in this movie (the Nuke gang) are split up and become mere pawns in the war between the city and the corporation; Cain is converted to a murder-machine to clean house through the corporate means of maintaing the order and, to win the war on crime, the mayor strikes a deal with the rest of Caine's old gang, who soon find themselves face to face with their old leader. Honestly, Robocop himself feels like the guy who plays the smallest part in his own sequel. XD

No, the Old Man was always cynical like that, interested in profit without thinking about the ethics. An evidence is the scene of the fail of the ED-209, where a young executive was killed: his only concern was the setback on costs. His main goal was the construction of Delta City. In the first movie, it just wasn't shown as much as Bob Morton and Dick Jones. Now, don't think that, in the first movie, he was the good guy because he allowed RoboCop to kill Dick Jones. He just "fired" Jones to save himself.

In RC1 he seemed pretty level-headed and fair, wanting to do right by Detroit by stamping out crime with Robocop, even giving respect to Murphy at the end for saving his life. His plans for building Delta City seemed on the level, wanting to rejuvenate the area and get jobs and money flowing again. Then in RC2 he just becomes a cardboard cut out typical corporate asshole, throwing anyone under the bus who gets in his way.

I know that this is a very late comment but I want to address some of the comments. The City of Detroit likely had no other option than to take the predatory loan from OCP because no other bank would ever think of loaning money to a city that has hit financial rock bottom and would likely never be able to repay, that also has a history of bankruptcy, corruption and embezzlement.
