This is not true. It is not illegal to wear underwear under a kilt in Scotland. It is in part for some, traditional. But not at all illegal nor common practices in Scotland. In fact Scottish Official Board of Highland Dancing has made underwear part of their dress code. Another is just like here in the states, formal wear rental. Basically none of this is true, aside from getting a smack for calling it a skirt. We do find it offensive, kilts are optional and usually worn for events, most men who wear them the proper way, do not wear underwear but it's up to them if they let someone check. We are not a high climate place, mostly lowlands and while it does rain a lot, it isnt as much as 200 days, but it feels like a year round thing, especially since the summer sun maybe only lasts a few weeks without any rain so summer is kind of strange, but yeah, this is exaggerated
