to summarise: both are important. If you just learn a dialect, you are illiterate in Arabic (i.e. not able to read and understand most of literature, news, poetry). However, when you live in an Arab country, it is important to speak at least some of the dialect to communicate more effectively with people as well explained in this video. MSA stands in the middle, so for me I think it is easier to learn a dialect from MSA than the opposite, I mean for a non native speaker in the West. MSA is codified, well standardised and more readable. The dialect can easily be learned by getting used to the new pronunciation - often similar words but pronounced differently - but for me you need to be in the country to learn it well. Furthermore, from MSA it is easier to learn a few different dialects than from a dialect to another. This is my experience, having learned Moroccan Arabic and MSA in childhood.
