Autodesk Fusion Software looks like fun. How long does it take to become an expert at designing toys, and props?

It is a lot of fun. To get the basics so that you can model something doesn't take that long, maybe a couple of weeks then it just depends how complex you want to go with your modelling

@ These new Softwares Designed by Autodesk should be taught by professionals in Junior Colleges in Southern California. This what we’re missing out on. This is what will help create new jobs in cosplay design and having cool retail stores that sell these products.

Does the texture stay on the piece? When I print, on the 3d printer will it have this texture?

No the textures are not actually applied to the physical model only on the screen. You would need to sculpt textures on with something like blender zbrush or mudbox for it to be on the 3d print
