What does it mean to speak a given language? If he only knows a little English, then he speaks English? If so, then the warden speaks Spanish, even though he only knows a little. Alternatively, if someone doesn't know every word in a language, follow every grammatical rule properly, or correctly apply punctuation, it might be said they don't speak the language at all.
