In the context of Metro Manila, a “habal-habal” is an illegal motorcycle taxi. They’re often found hanging around busy transport terminals, trying to flag down commuters and convince them to take a ride. Typically their prices are more expensive than the LEGAL alternative, but they have the advantage of being immediately available for anyone that’s in a rush. There are 3 companies that riders can join, to become legal motorcycle taxis. Angkas, Joyride and MoveIt. Those companies were created after a LOT of work between various motorcycle groups and the Government - to come up with a legal framework for motorcycle taxis. Riders that want to become legal motorcycle taxi drivers are required to prove their riding skills through a series of tests, seminars etc. Riders are also required to show a valid NBI / Police clearance, as well as a professional drivers license. And of course, when you ride a LEGAL motorcycle taxi, you’re insured as a passenger, in case there’s an accident.

It's not really new to be honest.. it's more about the way the driver or rider acted. Many of the times when his voice is raised, it's because the driver or rider led enforcers on a chase or did something else extremely reckless. Or was already caught many times before, and simply isn't take the situation seriously. But yes, hopefully, whatever it takes to make people understand and improve.

Just today I watched as a illegal parked brand new SUV was towed.. As soon as the truck left with it, another brand new SUV took the spot... I told him what just happened and he said... "" No problem... They wont return for a few hours or maybe tomorrow"".. As I was finishing my haircut, they returned and took it.. They showed me the CCTV camera they use to monitor these spots.. I was actually surprised when the Supreme Court said that even MMDA can't do non-contact. Because the MMDA were never included as a respondent in the case. The MMDA non-contact apprehension has been in-house for several years, with very few complaints. It's the LGU NCAP that people were angry with, and those are the ones listed as respondents in the case 🤷‍♂ But nonetheless, the MMDA must obey and respect the order from the Supreme Court.

Even on the street. I remember when they were handing out leaflets to people, saying the fare will be that much, the drivers will starve etc etc When in fact, the drivers of modernized jeeps are earning MORE, plus they have BENEFITS. The truth is, some groups just want to keep their drivers poor, so they can continue to milk the boundary out of them, for a jeep that should have been retired 15 years ago.

This is what irritates me everytime a motorcycle or car was caught for violation and ganito irarason nila " sir maawa na kayo, wala akong pantubos, walang pambayad sa penalty ".. nakakagago. Imagine they can afford to buy a vehicle yet ayan ang idadahilan nila sa enforcer. I mean ano to gaguhan?! They can afford to buy a motorcycle worth 60-100k and a car that has 15-19k monthly payment and yet hirap makatubos ng lisensya pag naghuli? Yung iba wala pang garahe pero ang ang lakas magsikuha ng motor at kotse. Kaya congested tong metro manila sa sasakyan dahil sa totoo lang ang daling magkamotor/kotse dito. Wala man lang barometric measures kung sino ba dapat magkasasakyan.

Modernized Jeep, modernized tricycle etc. Where are those govt officials who said they will phase out the old transport vehicles to help ease the traffic? Because of their foolish idea, the volume of vehicles in the street have gone up but did little to solve the problem of traffic.

Actually modernized jeeps did replace the old ones. And there are different sizes, depending on the expected volume of commuters. But still, you can have routes that have both. As for tricycles, that's handled at the local level, and realistically because of very loose enforcement, you end up with the old tricycles, modernized tricycles and unofficial small e-trikes all operating at the same time, fighting for passengers.

That was actually discussed during the operation, because of senate bill 1622. But it appears to be specific to PWD parking spaces. That's not actually a parking space. Parking on corners isn't allowed. Aside from that, I'm not sure if that bill ever passed into law. Do you know?

Per the LTO, riders should wear closed shoes. There was a screenshot of an alleged LTO memo being shared online, which says crocs are allowed, as long as the safety strap is properly worn. But I couldn't find that memo posted in any official place, and neither LTO nor DOTr were able to confirm if it’s a genuine memo.
 So for that reason, I would exercise caution and obey the original order to wear closed shoes, instead of crocs slippers. 
Plus the shoes would give you better protection while riding anyway. 
And realistically, I only see maybe 1 in 20 riders that actually use the strap on their crocs.
 Although saying that, there are closed shoes which are styled similar to crocs.

Most of the accidents I've seen involving barriers are when the driver was drunk or fell asleep. That's what a lot of people forget.. these accidents were also happening before. Before they'd crash into the center island. Now they crash into the barrier. I guess it would be nice if there was another option. But literally nothing else has worked as well as the barriers.

Bong was transferred from EDSA, to clearing operations. And you're right, when he was replaced, things got much worse on EDSA. The habal-habal terminals seem to be undisturbed and they're even brave enough to counterflow on the highway to get back to their terminals quicker 🤦‍♂️ Not just the habal-habal, lots of different problems on EDSA got worse :(

All over EDSA. It got much worse since Bong was reassigned from EDSA, to clearing operations. The habal-habal are even so confident that they're now counterflowing on the highway, to get back to their terminals faster. It's just one of the many things that got much worse on EDSA, unfortunately.

Right. It's just unfortunate that many habal on EDSA have been ripping off commuters, by charging them unreasonable fares and tricking them with regards to exactly how much it will cost. And when they have accidents, unfortunately the tendency is to abandon the passenger in the middle of the road, to avoid taking any responsibility. And of course they're taking passengers from authorized motorcycle taxis who went through a lot of effort to become legal.

The lady was just going along with what the rider told her to say. Later she admitted that she's actually from Cavite and someone at the bus terminal just helped her find a ride, because she was in the wrong place. The rider actually lives much closer to Cubao and basically explained that he does habal as his source of income. That's why he was advised to go through the correct process to become a legal motorcycle taxi.
