All day, every day, drivers and riders unload their problems and difficulties onto enforcers, after being flagged down for a violation.
Enforcers are only human. They hear, see and feel the difficulties that people are experiencing in their daily lives.
But at the same time, they have to consider the greater good of EVERY road user, not only the violator.
If someone cannot afford to get a license, they certainly wont be able to afford the medical costs or repair costs after being involved in an accident.
And since they don't have a license, they may very well be the cause of the accident, since they have not yet proven themselves to be competent and responsible on the road.
