Especially when a turn or two earlier he rejected the embassy offer. I'm interested if there was a reason beyond salt for this.

That's such an annoying exploit of the blockade mechanic. He can sit in deep water indefinitely and you can't work your tiles until compass tech.

Blockade mechanic is too OP if it allows blocking of tiles that an enemy has a warship on or tiles behind the enemy's warships...unemersive.

There isn't a single reason to do so, his settle location was the best one, if he had done what you said he would have lost the river and be much more vulnerable from sea. All of that for a single fish.

I heard and understood that you really wanted the God of the Sea pantheon ASAP. However, as a player who has never played a serious game of Civ 5, I must ask you: If you would've known from the start that the fish and whales-tile to the north could've been in your capital, would you have moved? If you would not, care to explain the reasoning in detail? Just a plain answer works aswell.

Do you really not get it? He wanted embassy for his pantheon pick. I refused to give him that advantage. His scout ended a turn next to my capital to see my cap. That's suicide fro the scout. I offered to trade embassies at that point so get equal info. When re refused I attacked the scout.
