Otherwise having a silent workhorse on a nation with negative pp income would make your pp go down faster, and that's not how it works. So he's correct to use 2 as the multiplier, not 1. Stalin on the other hand was waiting for an opportunity to strike, as the longer the Axis and Allies were fighting, the better for him. Neither were really "buying time". Neville failed to maintain his diplomatic ties and Stalin failed to turn the Axis attention elsewhere. (Don't take everything that hoi4 claim as truth, a.k.a. Buy Time with Czechoslovakia...)
