No! But you can use Hobby pain as long as it is rated for outdoor you should be fine.

Clarification the Green paint was not Hobby but a mix! The white and black where acrylic paint! I was so focused on the Green paint mixture that I made! it totally slipped my mind about the black & white paint!

What plug? The plug with the fountain is wrapped and below the concrete! The cord you more than likely seen was the cord for the light which is screwed tight! Thank you for your concern
