No particular restriction on that. The rule is "line of sight", that is, if you can see (or could see) the VOR then you should be able to receive it. For example, I can get the SJC VOR from my home airport of RHV, 5.5 NM away. The key factor there is if there is not significant ground clutter or buildings in the way.
