Garp is deluding himself if he thinks that the structure of the Marines isn’t corrupt in and of itself. It’s not a few rotten apples. The whole thing is rancid. And a few good souls won’t change that substantially. Goa doesn’t receive protection only because Garp is a Marine. There’s no deal he has to better his home.

His devil fruit is far less of a limited resource than haki. Knowing Garp probably has stamina problems hes using his devil fruit to drag this fight out and run garp out of energy.

Man, I haven't seen this mentioned yet but I absolutely love the colors when Garp was breaking out of the ice at 1:26. It felt very on-brand with Aokiji/Kuzan's fruit, kind of like an aurora in the arctic and doubly so with the soft yellow glow of Garp's eyes there (e.g. bringing the imagery of a dimly lit home amidst a raging snowstorm).
