This is a very good guide covering it step by step. I didn't understand the lunarfall inn and I didn't even know about the bunker so I get how this all meshes together a lot better.

Thanks for the tips! I had a question: For a new garrison, do you typically quest to get starting followers, or do you follow a particular guide to getting certain followers and fill the rest over time from the inn? Thanks!

There are a couple followers that come from natural WOD questing, and Admiral Taylors questline at 30. But at level 35 you get the lunarfall inn and can start recruiting the followers with the Extreme Scavenger trait. And those are the ones you want to fill the roster with. 1 follower recruited per week at level 35 onward.
