So is the amount of pressure measured through how hard the particles hit/how strongly the particles move? Or is the gas pressure for a certain gas of a certain amount at room temperature a constant that only inscreases or decreases based on how many gas particles there are?

Can someone help?? If a small cylinder is 1.5 inches wide and 10 inches tall , it has a volume of about 1.14 liters . The cylinder has 400 grams of propane in it . If I calculate the pressure inside the cylinder using the ideal gas law it’s above 3000 psi at 25 degrees C. I know the answer is wrong and typically the pressure is around 100 psi in a propane tank. Any ideas ??
