I believe that the example of balloon inflation (rectangular element on the inside) for biaxial loading is not correct. However if we consider any section on the surface( square element on the surface) of balloon being inflated it will more accurately depict the example of biaxial loading.

yes you are absolutely correct but the thing is in thin section we generally considered the state of stress to be biaxial considering the various theories offailure even if you consider the state of stress of an element in inside surface as biaxial it wouldn't make a big difference in your calculations
