There are two things that are certain here. Firstly, the pay per mile will not be instead of fuel duty or car tax, it will be as well as. The second is that none of the revenue from this will be spent on maintaining the roads. We already know that all politicians are liars. We know that they raise taxes using global warming as an excuse to raise tax revenue without any clear objective on what they're actually trying to achieve. If we didn't smoke, drink, or drive cars they'd raise income tax 50% instead. We pay more and more tax, and get less and less back to show for it.

Pay per mile @1p/mile for 10000 miles/year works out at £100/year. I'm currently paying £300/year with road tax for the same mileage. For me personally this would save me £200/year,but we all know it's introduced at 1p/mile and then increased every year or so,soon will be 10p/mile until you are priced off the road.

£0.01 per mile is £100 per year for my 10000 miles a year. I have 2 cars both of which are paying £735 per year and as I can't drive both at the same time my annual mileage would be helpful. However they are almost certain to do this via black boxes and therefore incorporating speeding tickets into the system. Plus I don't want my movement tracked by the Government. So thanks, but no thanks, I'll keep paying £1470 a year.

And yet the uptake of EV cars is rapidly declining, with no second-hand value in them, manufacturers are changing direction and investing in cleaner ICE vehicles instead of EVs, car parks and shops banning EVs from parking there due to the risk of fire, constant stories of failures and fires ending their owners, and no real value to the environment. I'm just happy to be driving my 40+ year old car, good fuel economy, no tax, no MOT, low insurance, and no smart tech to track me.
