gcv160 honda running rich on a mower

it ran perfect after I got it back together.
update: friend brought it back. same issue of running rich. choke was fine. I swapped to another carb. he hasn't reported any problem yet.

Description updated as he had same problem again and choke seemed fine so I swapped the carb for another one.

Anyone note the stud in the tank? Not sure if I previously had tank off but the nut holding recoil and tank at front was way too tight. That stud also holds down the coil. After some effort to remove nut from stud I used some locktite when threading it into block and made sure not to over tighten the nut.
