She's a cat. Cats love toying with their prey, and she also knows exactly where the kid would have to go to get to the one elevator out of the undercity, which is why she has no problem turning up to hassle you with the bazooka and was there waiting at the very end. I also think this was as much a show for the rest of the city. To remind the gang and the population how in control she is. The only thing that threw off her orcestration was the cops not being expected to show up. Empress knew what she was doing the entire time besides that.

the only bad thing about this dlc is that we never get to fight the empress. it felt like the entire dlc was leading up to a fight, the ending just felt like a cop-out honestly. “but she can 1-hit kill you when you hit her it wouldn’t be fair”. snatcher can 1-hit kill you from refusing his contract enough and we still fight him. the lack of real ending is the only thing keeping the dlc away from a 10/10
