General the problem with the civilian economy that's affecting the United States military economy is we expect in the United States military that in order for you to receive a pay raise you are expected to educate for your next position for your next rank to increase in rank it was like that in the civilian economy but it isn't like that anymore and those in low-paying jobs they haven't been educating to receive higher paying jobs
