Part 2 Therefore, 2024 will mark the transition from ACTIVE DEFENSE to the beginning of the application of elements of the next military doctrine - AirLand Battle! This will only be possible with the receipt and gradual build-up of F-16 squadrons. The AirLand Battle doctrine can be summarized by the following conclusion: it is characterized by close coordination between ground forces (which are active but still with limited use of offensive actions and counterattacks, while also performing a more maneuverable defense) and aviation. Aviation will mainly target the enemy rear, cutting off all supply lines that feed the enemy forces on the front line. This aviation component aims to further degrade Russia’s capabilities and prepare Ukraine for a large-scale offensive, potentially by the end of 2024 but more likely in 2025. The timing depends on how quickly the new Ukrainian air force will be assembled, ideally with at least 12 F-16 squadrons in total. In my other proposals, the creation of a few squadrons of F-35 is also being considered, as these could provide a significant advantage with a level of situational awareness never before achieved by any aircraft. This decision to integrate the F-35 into the Ukrainian Air Force also takes into account the broader range of capabilities and roles these aircraft can fulfil. This includes advanced functions and features that capitalize on the latest technologies, such as the most advanced sensor suite of any fighter in history, including the Active Electronically Scanned Array (AESA) radar, Distributed Aperture System (DAS), Electro Optical Targeting System (EOTS), and advanced electronic warfare capabilities to locate/track enemy forces, jam radars, and disrupt attacks. There was also a proposal of creating the foreign air pilots squadrons, modeled on the No. 303 Squadron RAF, also known as the 303rd "Tadeusz Kościuszko Warsaw" Fighter Squadron, in the Ukrainian Airforce. No. 303 was one of two Polish squadrons that fought during the Battle of Britain along with No. 302 Squadron, of 16 total Polish squadrons during the WWII. The above two proposals not only strengthen the role of the air force in the AirLand Battle doctrine but should also pave the way for a smoother and faster transition from the AirLand Battle doctrine to the Full Spectrum Operations doctrine in the very near future, if Ukraine is geared to win the war and capable to defend itself in the future! Please note the total number of Polish squadrons during WWII - 16 squadrons. It is believed that a similar number of squadrons of foreign pilots is needed by Ukraine to be formed in the next 6 months, with 4 squadrons of foreign pilots capable of flying F-35. This is considered one of the factors, in response to Courtney's question, to gain a strategic advantage over Russia and inevitably win the war. The foreign pilots will be selected based on their merits, experience, and willingness to fight for Ukraine. One exemplary candidate is Dan Hampton, also known as "Two Dogs," who served for 20 years in the Air Force and participated in the Persian Gulf, Kosovo, and Iraq wars. He told VOA that he was ready to fly planes for Ukraine's military himself if necessary! It appears that quite a few Americans, and other Western pilots, are already committed to fighting for Ukraine in Ukrainian foreign pilot squadrons! So the next practical step is to form the squadrons and start training, not necessarily on the territory of Ukraine, until they get the planes delivered! These pilots will bring a wealth of experience to the Ukrainian Air Force and benefit faster implementation of the new doctrine! Therefore, the new AirLand Battle doctrine, when fully implemented, will define the new strategies aimed at establishing air superiority, at least on some sections of the front line. It will also involve increasing precision airstrikes. These airstrikes will target long-range targets behind the front line throughout Russian-occupied Ukraine, including Crimea, and should also suppress all the air defenses and electromagnetic warfare (EW) capabilities of the enemy prior to the major offensive. On the tactical and operational level, the F-35 will play a crucial role in eliminating threats from Russian planes that are using FAB bombs to attack Ukrainian positions. Equipped with AIM-120D missiles, the F-35s can carry out attacks on unsuspecting enemy aircrafts without alerting them to their presence until it's too late for enemy to react, effectively acting as a "sniper" at beyond visual range (BVR). This capability of F-35 will also protect F-16s against enemy aircraft, during their (F-16) air-to-ground offensive on the front line. These tactics and strategies will be the main goals in the second AirLand Battle doctrine, paving the way for a major offensive.. Away from the frontline battle, deep in the enemy territory, these attacks also include targets within Russia itself, primarily focusing on the concentration of Russian troops, military bases, ammunition depots, logistics centers, weapons production centers, as well as critical infrastructure and vital installations that are used by military-all within the aggressor's country. Additionally, during 2024, more intensive training of the Armed Forces of Ukraine and its reserves, along with a complete transition of the Ukrainian economy to a military footing, should continue fast. The final aim is to be ready for the transition to the third doctrine, Full Spectrum Operations (also known as full-spectrum superiority (FSS)), around mid-2025, as timing is the most crucial factor in this war.

Additional thoughts to General CQ Brown, Jr.'s Response to NBC News Pentagon Correspondent Courtney Kube's question: How can Ukraine gain a strategic advantage over Russia? Part 1 First of all, to turn the tide of war, the effective changes that could be applied to Ukraine should be viewed through an in-depth analysis of the existing military doctrine, which inevitably guides the military forces in their actions in response to the national objectives of the country's leadership. Please note that military doctrine is a different term from military strategy and should be clearly defined for clarity in this note. Traditionally and historically, military doctrine embodies the political directives of the ruling authority-whether it be a king or governing body-resulting in the formation, structure, and conduct of the military. Military strategy, on the other hand, translates doctrine into actionable commitments made by the military elite, detailing the deployment and positioning of armies on the battlefield and beyond, along with the promises of success they make to the ruling authority, ensuring alignment with established doctrine. In this instance, these proposed recommendations below are well-rooted and, as a matter of fact, are based on the well-developed, ‘existing,’ and newly developed, ‘emerging,’ doctrines of the US DOD and NATO countries defense authorities regarding the conduct of war, including in Europe. These doctrines are, three in total: 1. Active defense, 2. AirLand Battle 3. Full-spectrum dominance (aka full-spectrum superiority) All three are presented in chronological order. 1976- 1982 Active defense 1982 - 2001 AirLand Battle 2001 - present Full Spectrum Operations (also known as full-spectrum superiority (FSS) The "Active Defense" doctrine is currently used in Ukraine and meets the principles of active defense of the West. It can be summarized by the following conclusion: "The use of limited offensive actions and counterattacks to deny the enemy the capture of contested territory or positions during hostilities or engagements." This doctrine has helped Ukraine over the past two years, specifically since the beginning of Russia's full-scale invasion of Ukraine in 2022, to defend the country and, above all, to successfully maintain its independence. Ukraine has retained most of its territories, completely thwarting Russia's plans to seize Ukraine and install a puppet government that would make Ukraine a vassal of Russia. In the first one and a half years of the war, the "Active Defense" doctrine proved to be the most effective doctrine. Undoubtedly, it was a great victory for Ukraine to deny Russian plans to overthrow the Kyiv government in a blitzkrieg military operation. The Battle of Gostomel will go down in the military history books as a turning point in repelling the full-scale Russian invasion of Ukraine and successfully pushing Russian military forces back tens and hundreds of miles. The facts of the Ukrainian achievements during that period of the war are truly stunning. By some estimates: Russian military casualties totaled 350,000+ (up to 400,000) killed, missing, or very seriously injured and unable to return to combat duty. Russia also lost: 6,000+ tanks, 11,500+ armored fighting vehicles, 12,000 vehicles and fuel tanks, 9,000 artillery systems, and 330 airplanes and helicopters. These are amazing numbers. In addition, the Ukrainian Armed Forces destroyed a third of the Black Sea Fleet. The merits and achievements of the Ukrainian Armed Forces in the use of naval drones will go down in world military history too. But continuing the war by using the same "Active Defense" doctrine could only lead to a war of attrition, which in the long run would provide some advantage to Russia, given its larger population and industrial base. In addition, the fact that Ukraine failed to liberate more territories from Russian occupation in 2023 during a larger counter-offensive should not be considered a defeat, but rather a failed attempt. This effort was conducted using the "Active Defense" doctrine, which is not designed for large-scale counter-offensives. This is why Ukraine should now transition from the "Active Defense" to the "AirLand Battle" doctrine to launch a successful large-scale counter-offensive. Cont. in Part2
