No, you have to include ALL of the words that are written there. It says is that his death is "Justifiable homicide. No one is CRIMINALLY responsible." So what that means is that he was killed, which is a homicide - but that the ones responsible were justified in doing so, and the act was not criminal. That's what it's saying. (But whether the actions of the police was criminal or not, that's a whole other story).
