I really liked the politics of the prequel era and to see how palpatine manipulated the entire senate. I really enjoyed the expansions on how the Senate worked. A really interesting read would be palpatine's revisions to Machiavelli's "The Princes", seeing how palpatine would look at that book and his suggestions on gaining and securing power in a more Democratic society that 16th century Italy. Palpatine's patience really helped him perform salami tactics, where you never make any large moves. You take, what seems logical and inconsequential steps towards your ultimate goal. All while your opponents don't exactly know what you are doing or how to stop you until it is too late.

This past semester, I took a class on the American Revolution and Constitution and in drafting our current constitution, one version (the New Jersey Plan) allowed for the removal of the President of the United States from office by Congress from the application of a majority of state governors as a proposed check. One thing: The Galactic Republic DID have checks and balances. The senate debated and passed laws, they also elected the Chancellor. The senate also had control of the Jedi Order, and could order them to investigate crimes. The chancellor had the veto power and could be elected twice (5 year terms) War powers rested with the Senate as per the Ruusan reformations. The judicial department investigated, prosecuted, and punished crimes in collaboration with the Jedi Order. However, palpatine gamed the system by fabricating the Clone Wars. Feeding on the Galaxy’s fear of someone suddenly having a huge army at their disposal after 1,000 years of no major military engagements.

I'm pretty sure Queen Padme could move for a vote of no-confidence because Naboo was part of the Republic senate, and as Palps was the acting senator at the time, basically there with the blessing of the Naboo ruler. So anything Padme says or does in that regard if Palps is present is probably treated as if Palpatine himself had made the proposal for a vote of no-confidence, with the idea being as Naboo's representative and voice in the senate Palpatine basically is just the monarch/governments voice while they are not present themselves, but when they are present anything they said is given the same weight and respect as if Palpatine said it.
