A cage with a padlock would probably be nicer for the animal. Imagine being stuffed into a tiny box, no opening to look outside, spooky humming of ventilators (though you don't know that), cold light probably from energy saving bulbs (when those break you'll get a quicksilver poisoning, though you don't know that), thumping and steps outside from people/carts/dogs (though you don't know that, but you can smell), barking on your right side (nothing bad is happening, though you don't know that). 10/10 you could probably sell some of those things to the NSA for enhanced interrogation.

Sometimes the door is closed but it actually not in use (in the UK the bottom part of the door is very close to the floor so you can't see if there's feet) and the lock colour (red in most cases) is sometimes worn off,so the light thing is quite smart.
