Most powerful in gameplay or in lore? In gameplay its either her or jinhsi but in lore rover is the strongest character which is a first since in most gacha they have a habit of making the main characters pushovers in the lore. Glad wuthering waves made the main character the actual main character in the lore.

Yes, and no. Yinlin's background lore was that she's a young girl with no parents, but someone (the organization boss) found her, trained her, and worked for him. This criminal organization is an expert at making puppets, which can be sold as a weapon or temporary companion, but they have side effects for the people who use them (overclocked - emotional illness). She was tasked with being an undercover spy inside the police branch. As time went by, Yinlin realized that it was wrong and learned to accept how she is right now. After that, she decides to destroy the organization and the person who took her and helped her. Even the police don't even know about her and don't want anyone to know about her existence except for Rover. Note: Well the organization backfired good for yinlin that she's going in the right path

Dollmaker sent her to join the Patrollers (Jinzhou's police force) to have a spy on the inside so he could keep one step ahead, but after joining the Patrollers Yinlin revealed her mission to the leadership who then decided to use her to feed small lies to the Dollmaker so they could catch him.. She only blows her cover during the quest when you and her finally meet him, but he counters by using a bug to hack the Patroller database and erases all her info and records as an officer, meaning her only remaining files are of her criminal activity with the cult.. so now she is likely going to become a Batman-type vigilante after her quest.
