Don't understand why issue with this. If they have the workers, the time and it doesn't interfere with election or getting peoples votes in. Check and balance is good. Machines have errors too. I don't know what a ballot scanner is like but my work copier/scanner will sometimes pull 2 sheets at once

The ballots should be counted by who the vote is for…not just counting the total number of votes…counting total ballots does not correct the change that the online tabulators are able to do
