If the sorroundings happens to look Asian and you see Spanish words on signs, then yes Phillipines is not a bad choice, since their history as a Spanish colony is quite visible in the language. There are areas of South America where you could mix it up for East Asia, especially if you play it fast and loose like this.

@@GeoWizard yeah that was me who said white car. Chile, Bolivia, and Brazil have white car, while Argentina and Uruguay have black car. Peru can have black or white. Colombia and Ecuador are always completely blurred. Note that sometimes the cars are completely blurred in the other countries too so it isn't 100% usable. Also in Chile, they have those wooden houses which look almost european.
