I remember playing a KoF once when I was younger and visiting family in Mexico and fell in love with the characters with Clark and Shermie becoming some of my favorite grapplers to ever play, but I didn't get back into it until a couple years ago. With this one being within my top 3 KoF games to play. I don't regret playing it back then one bit.

Masters Fighter was definitely the bottom, if not the deepest they went. Brief Karate Foolish is a close second to that.

It depends on what barrel they were going for. There's a lot of difference between the absolute hilarity and absurdity of a game people think is "bottom of the barrel" like Dong Dong Never Die, while something like the Masters Fighter is in the barrel of absolute shamelessness in how little care was put into it.

Just because a game's a panty fighter doesn't mean it's bad. As for how much further they could have gone, there's a shit ton of _EXTREMELY_ poor quality fighters that would have been good for scrublords. Even late 90's not-porn PC fighters.

I believe Sol's dragon install beat it by a couple months with Guilty Gear coming out May 1998, and '98 being in June.
