I too use DW foundation + the only powder I can use is Wet-n-Wild translucent powder under my eyes. I 1st dip it in w/a powder puff + then swirl it on the back of my hand so that it rids of excess powder so as to blend evenly. At times I skip powder like u do in the wintertime.
