You do earn them. If you need replacements or need to get one fixed or sometimes the military will give you a medal, but not the actual physical medal and you need to buy it yourself (happens rarely, but still happens). Also sometimes service members or family members will want a “Shadow Box” which has all of their awards and such in it so they get new awards of whatever they earned to place in the Shadow box.

I was going to order a new rack. To put in my new shadow box replacing the original my ex destroyed. But half the ribbons were in the completely wrong order. There's no way to correct it. So I'm looking elsewhere.
