I'll give two explanations, a long and short one. Long explanation: You can think it's a good weapon, but if I say this do you still think it is? It's an AoE, of course, that's a plus, but it reloads so damn slow, it only has 1 ammo, it's also a rocket so if you shoot it to someone far it's easy to dodge. Convenient for instantly killing someone close or right next to ya, but it also has self-damage, which takes a LOT of health from you. Not only that, you'll get dissed by most people on the server, and if you miss, the enemy most likely gets damaged but you will barely have time to attack back lol. It also causes lots of lag. For you and the people on the opposing team. Short explanation: It's seen as an overpowered annoying and laggy weapon made for noobs who don't have skills and can't aim.
