No, if it had been, this would not have been a defect. The code requires the GFCI protection to be readily available, so a GFCI receptacle would not qualify in the ceiling. My personal preference is GFCI breakers. Yes, they cost twice as much, but they are readily accessible.

It might be smart to ad another outlet with gfci or ad on in the extension chord

For years electricians fought against GFCI protection from ceiling receptacle's in garages as unnecessary. As the NEC progressed it was noted the use of extent ion cords negated the GFCI protection provided by lower wall receptacles thus the change to all receptacle's in the garage, Extinction cords are not indented to be used as a permanent power source.
