As I'm from England, and fairly close to where Anthony is from, close enough that I can't hear actually hear an accent because it's so similar to my own, I can say that no, it doesn't sound like Giles' accent, either of them (Ripper's common accent and Giles' upper class accent). The are loads of accents between Burnley (Northern England) and London (Southern England). There is a North/South divide. We even have our own insults for them - Northern Monkey/Southern Fairy TL:DR? Not all English people sound the same. Our accents change every 20-30 miles whereas the US has about 2-6 per state.
