So how's this for a storyline. Seagal is a detective who's partner was murdered by a sadistic criminal cartel. After dealing with several henchmen, Seagal catches up with the boss who is obviously the most ruthless and sadistic boss ever. The boss also refuses to hand himself to the law and instead insists on trying to kill Seagal. Seagal kills the boss and the film ends as he pays his respects to the grave of his fallen partner.
