This is a great question. It would not be my top choice. I would use the spinal mount with gimballed weapons though if I did. Arrow or Gladius are still the supreme PVPers, with the notable exception of Scorpius/Hurricane if you have a devoted turret gunner on comms.

Otherwise it's just the skin and stock weapon loadout." Considering you have to pay either $20 real money for a Valiant OR 300k aEUC (an hour of your life), I wouldn't waste it--especially when you're just going to buy new parts for it anyway. PERSONALLY, I have a video coming out this week on the best buy here: The MISC Freelancer. $110 and you get the Freelancer PLUS the Arrow. Hands down the best value. Between that and the Retaliator Base + Gladiator for $150, you have the two best pairs/purchases in game right now, IMO. Let me know if that helped and/or if you want more info.
