Not directly, but Okita often says things that are ambiguous. On her funeral he said along the line: If they truly love you, they will realize that you are a deceiver. He was the first to notice her faked illness. Then his jealousy of Gintoki occasionally pops up. He guessed Kanna was a child of Gintoki and Kagura, despite there being no solid proof and looked quite angry about it. Just to give a few examples about his feelings for her.

Nah they are best suited as rivals, instead for okita , i think nobume would be more suited. And as for kagura , i will not allow any jerk to marry my precious anime daughter.😡 P.S. Umibouzu, gintoki, shinpachi have the same thoughts on this matter.
