this composition is meant to be unpleasant and mort. as many compositions titled "stravagante" it brings out the affects of death and the plague, and I think the composer fully intended it.

I don't think this would have been very common at any time, but let's not forget that many instruments have every opportunity to intonate. Any good musician in an orchestra or other ensembles with strings and wind instruments will gravitate towards pure intonation while playing.
